Dr. Rebecca is a native of South Carolina. She graduated Summa Cum Laude from The University of South Carolina and was inducted into the most prestigious academic honor society, Phi Beta Kappa. Following her undergraduate studies, she attended The Medical University of South Carolina in Charleston, SC. It was there that she received her Doctorate of Medicine in Dentistry (DMD) degree and was inducted into Omicron Kappa Upsilon, a national dental honor society representing the top students in the graduating class, who, in addition to scholarship, have demonstrated exemplary traits of character and potential qualities of future professional growth and attainments.
After graduation, Dr. Rebecca completed a 1-year General Practice Residency in Columbia, SC at Palmetto Health Hospital. She received training with IV-sedation, surgical extractions, implant placement and complex treatment planning. Dr. Rebecca practiced as a general dentist for a few years but felt unfilled by her career. She then took a second job treating children on her day off, and her passion for dentistry was re-ignited. Children encouraged her to use her imagination, have fun, and be a little silly! Thus, she then pursued a pediatric dental residency at The University of Alabama Birmingham in Birmingham, AL. Dr. Rebecca received her certificate in pediatric dentistry and was the one resident to undergo extensive training with the Leadership Education in Neurodevelopmental and Related Disabilities (LEND) program at Civitan Sparks Center. This training aims to provide long-term, graduate level interdisciplinary training as well as interdisciplinary services and care for individuals with disabilities, such as Autism Spectrum Disorder.
During dental school, Dr. Rebecca met her husband, Tony, who is also a dentist, and they returned to his home state of Florida to work. They have one baby girl that is the light of their lives! When Dr. Rebecca is not working, she can be found playing with her dogs, spending time with her family, exercising, or enjoying the outdoors. She is a member of the American Dental Association, The Florida Dental Association, American Academy of Pediatric Dentistry and Pinellas County Dental Association.
Dr. Rebecca is a board-certified pediatric dentist, a certification based on education, licensure and successful completion of a written qualifying exam and an oral clinical examination. Her performance on the written qualifying exam earned her The Richard Pugh award, which is an award that honors the top 3% of scores. Her performance on the oral clinical examination was in the top 5%. This optional and rigorous certification displays her commitment to excellent patient care and the field of pediatric dentistry.

Dr. Silver founded Shiny Happy Smiles in 1998, and is officially retired as of 2020. However, he still works periodically in place of Dr. Rebecca. He most recently covered her maternity leave this year! He also covers the office a few weeks a year to allow her to have extra time with her family. We are so grateful to have him in the office and to continue the continuity of care that is so important to us at Shiny Happy Smiles.
Dr. Silver’s decision to specialize in pediatric dentistry came during his first clinical experience with children while he was in dental school. He found that the ability to work and relate to children came naturally to him. He also found incredible value in taking a very personal approach to pediatric dental care in order to help patients grow, to make them comfortable and to help children perceive a trip to the dentist favorably.
Dr. Silver received his undergraduate training in Microbiology at Florida State University then attended the University of Florida College of Dentistry where he received his Doctorate of Medical Dentistry (DMD). After a successful three-year career in general dentistry, he pursued specialty training in pediatric dentistry at the Baylor University College of Dentistry in Dallas, Texas, where he earned his Certificate in Pediatric Dentistry as well as a Masters Degree in Science.
Dr. Silver also completed an executive MBA program through the Kenan-Flagler Business School at the University of North Carolina. His accomplishments also include being awarded the highest award for dental research while at Baylor University and Board Certification by the American Academy of Pediatric Dentists.
He is a member of the American Dental Association, the Florida Dental Association and the American Academy of Pediatric Dentists and a Diplomate.

An amazing practice,
defined by an amazing staff
Every great doctor has an equally great team supporting them. Every individual on our staff contributes something special to our practice. We are fortunate that we have developed a staff that believes in our doctors and the superior care they provide. They are proud of our office and this is reflected in the very low turnover of staff. These caring and compassionate people are absolutely dedicated to providing the best care and have expanded experience and training treating kids. They’re also focused on continuing their educations and bettering themselves both as professionals and individuals. We’re fortunate to have such skilled staff members that are competent and empathetic in their care. In addition, most of our staff members have been with us for many years—they truly value the relationships they’ve forged with our patients and simply love the great care they provide.
